围田是综合治田治水的土地利用形式之一,在滨水地区起防洪排涝作用。极端气象灾害频繁,水灾风险日益增大,同时城市化建设对土地资源的需求量也在不断上升,如何平衡建设开发与人民安全生活是滨海围田空间发展的研究重点。文章以滨海围田为研究对象,通过遥感影像提取粤港澳大湾区滨海围田空间结构,对滨海围田的规模、空间分布、围垦强度、地类转换等情况进行研究,结果表明粤港澳大湾区滨海围田存在3大问题:围田用地规模减小,蓄洪能力变弱;围田分布破碎化,抵挡风浪能力有限;城乡建设用地持续侵占围田用地,水灾风险增加。在此基础上从围田分区保护、区域整体格局保护、生态防洪、完善规范体系4个方面提出提升水灾应对能力的滨海围田保护策略,为大湾区的滨海围田保护提供策略建议。
Enclosure is one of the forms of land use for comprehensive land management and water control, which plays a role in flood control and drainage in waterfront areas. At present,global climate disasters are frequent, the risk of floods is increasing, and the demand for land resources for urbanization construction is also rising. The article takes coastal reclamation as its research object. By extracting the spatial structure of coastal reclamation in the Guangdong-Hong Kong-Macao Greater Bay Area from remote sensing images, it investigates the scale, spatial distribution, reclamation intensity, and land use conversion patterns of coastal reclamation areas. The distribution of enclosed fields is fragmented, and the ability to resist wind and waves is limited; Urban and rural construction land continues to encroach on enclosed land, and the risk of flooding increases. On this basis, the coastal enclosure protection strategy to improve the flood response capacity is proposed from four aspects: zoning protection, regional overall pattern protection, ecological flood control, and improvement of the normative system, so as to provide strategic recommendations for the protection of coastal enclosure in the Greater Bay Area.
