广义的公共部门包括第一部门即"纯粹的"公共部门和第三部门即非营利组织。我国的私人部门市场化程度已较高,但公共部门的改革滞后,表现为:服务理念不强;运行方式落后;业绩评估不科学。新公共管理运动主张用企业精神改革公共部门。这就要求我们更新观念、开放市场、实行科学的责任制、完善公民参与。
The broadly-defined public sector includes the first sector that is "pure" public department and the third sector that is nonprofit organization. The private sector has already been improved in China. However the reform of the public sectors lags behind.
