"Multi-plan integration" is one of the objectives of the territory space planning carried out widely in China. Due to the lack of technical infrastructure and the limitations of technical personnel, many small towns in China are facing great difficulties in achieving this goal. This paper introduces a system based on cloud service platform to help small towns implement the multi-plan integration task. The system consists of two modules. The first is conflict detection, which is used to identify the spatial conflicts among the plans formulated by different government departments; the second is early warning, which is used to analyze and report the potential invasion of the local plans to the urban growth boundary, ecological protection red line and permanent basic farmland. The system has been implemented in Shennongjia forest region in the western mountainous area of Hubei Province. The sucessful implementation of the system has extensive demonstration significance for the intelligent management of space resources in other places.
