“三元世界”理论下数据治理效能提升的内在机制与路径——一项公共服务领域的定性与定量分析

公共服务数据治理是实现公共服务领域数字化转型的重要基石。提高公共服务数据治理效能,能够优化数据利用、提高服务质量,进而赋能公共服务供给治理的新业态和新模式。本研究以我国31个省(区、市)公共服务数据治理情况为研究对象,基于TOE框架与“三元世界”理论,构建“物理世界—社会组织—信息技术”三维模型,从场域环境、社会组织、信息技术三个维度,系统剖析影响公共服务数据治理效能的因素。研究综合运用定性分析与定量分析方法,通过梳理政策文件、统计年鉴及公开数据,采用定性比较分析和必要条件分析等方法,探究公共服务数据治理效能提升的必要条件和充分条件,并对各因素作用机制进行量化分析。研究发现,我国省域公共服务数据治理能力存在显著区域异质性,总体趋势为北上广浙地区水平领先、沿海地区水平优良、中部地区水平中等、东北及西北地区相对较低;数据开放水平、资金投入强度和技术应用能力,是提升公共服务数据治理效能的关键要素。基于此,提出4条提升公共服务数据治理效能的路径,旨在帮助各省域公共服务部门结合省域间地理、资源、文化、经济等方面的差异,因地制宜地选择适配的公共服务数字化发展路径,为省域公共服务数据治理效能提升提供“异路同归”的案例借鉴。

Effective data governance in the public service sector is a foundational pillar for achieving digital transformation and improving service delivery. This study examines the data governance performance across 31 provinces and municipalities in China, adopting the TOE framework integrated with the “Ternary-World” theory to construct a three-dimensional model encompassing the physical world, social organizations, and information technology. From the dimensions of contextual environment, organizational dynamics, and technological infrastructure, the study systematically analyzes the factors influencing the effectiveness of public service data governance. Combining qualitative and quantitative methods—including policy analysis, statistical yearbooks, and publicly available data—the research applies qualitative comparative analysis and necessary condition analysis to identify both necessary and sufficient conditions that enhance governance performance, and to quantify the influence mechanisms of key factors. The findings reveal significant regional disparities in governance capacity: provinces such as Beijing, Shanghai, Guangdong, and Zhejiang lead the way, followed by coastal regions; central provinces maintain moderate levels, while the northeastern and northwestern regions lag behind. Key determinants for improving governance efficiency include the degree of data openness, financial investment intensity, and technological application capacity. Based on these insights, the study proposes four differentiated pathways for improving public service data governance, taking into account regional variations in geography, resources, culture, and economic development. These pathways provide practical, adaptable strategies for digital advancement and offer valuable comparative cases for localized reform efforts.
