In oder to supply a high level service, the toll telephone network requires a modern network management. But for many types of switches and many kinds of network management interfaces, it is difficult to work out that. Based on the investigation of switches types, it is suggested to manage all the switches in two ways. And also a model of toll telephone network management is made. Based on the model, the software of integrated centralized operation system has been designed in modularization. The interface between the public modular and the private modulars has been defined, and the public modular and server private modulars have been developed. The software is expandable, so a new private modular can be quickly developed.
