美国的联邦制经历了由“二元联邦主义”、“合作联邦主义”到“新联邦主义”的发展历程 ,即保持权力关系的相对平衡 ,相对平衡的权力关系被打破到重新寻求平衡权力关系的过程 ,反映了美国联邦政治的“弹性”。如今美国联邦政府在政策过程中居于主导地位。时势的变迁要求联邦政府保持管理国家事务的权力 ,传统与现实又要求保留州政府和地方政府独立发展的权力地位 ,美国联邦政府和州政府只能在兼顾两方面因素的前提下共存。
American federal system has experienced the "dual federalism", the "cooperative federalism" and the "new federalism". It is the process from keeping the relative balanced powers between the national government and the state governments to the balanced powers being broken, then trying to recover the balance of the power relations. Such historical evolution reflects the "flexibility" of American federal politics. Now the federal government plays an important role in making policies. The development of society asks for remaining powers of the federal government in managing national affairs. But the political tradition and reality ask for maintaining some independent powers by the state and the local governments. The federal government and the state governments must be co-survived and respect the legal powers with each other.
