从公共管理的角度看,基础设施风险应基于公平原则合理控制;风险控制的费用应与其效力相适应,且应为公众所能接受.结合大型桥梁工程中的决策问题,研究建立以个人风险和社会风险为基本评价指标,综合使用风险合理控制准则、公众支付意愿及效益-费用分析等决策工具的桥梁风险评估和决策方法并详细介绍了有关风险评估指标的意义及评价准则,并以某跨海大桥中侧风引起的行车事故对桥梁使用者的风险,并决策是否布设风障的问题,进行了示例研究.考虑公众意愿的桥梁风险评估方法能够辅助决策者综合考虑社会公平、公众意愿、项目收益等多方面决策要求,适用于桥梁等大型基础设施建设和管理过程中的复杂问题决策.
Based on typical decision making problems in bridge engineering,a risk assessment and decision making method considering the public will is proposed in this paper.Individual risk and social risk are used as basic indices to assess the project risk.The As Low As Reasonable Possible(ALARP) principle,the Social Willingness To Pay principle(SWTP),and life-cycle cost-benefit analysis are used as decision making tools at different phases of the assessment process.A case study is presented to illustrate the proposed approach.The decision making process proposed in this paper can be used for civil infrastructure.
