In this paper, we summarize the construction experience of health informatization at home and abroad, and for the purpose of health security propose to construct an IT-based security system for whole people with the electronic health record as its core. We also analyze the meet, issues and strategies of IT-based Security system for whole people health in China, and clear and definite Thoughts, Key technique, Operation mechanism, Service mode, and Measures of IT-based Security system for whole people health in China.
