经营承包责任制在产权关系不变的条件下,极大释放了我国公共体育场馆的国有资产潜力与功能,促进经营状况基本好转,并推动公共体育场馆由行政管理型向经营管理型转变。但是,经营理念陈旧、理解认识偏颇、产权改革滞后、“两权”分离程度低、行政干预随意、承包经营“包袱”沉重和承包基数确定欠科学等难解症结,使它难以承担引领公共体育场馆彻底走出困境的重任。必须正确审视经营承包责任制的利弊得失,树立崭新的“资产”和产权观念,逐步“脱钩”剥离,明晰产权关系,借鉴国企的改制经验,借力改善经营条件,按照现代企业制度的要求改造公共场馆。只有通过产权制度改革,突破体制性障碍,大胆探索公共体育场馆“国有制”新的实现方式,才能把它们真正建设成为现代体育企业。
The contract and responsibility system in management promote the working of public sports stadium, release the potential and function of national capital, and impulse the change of manage model. But, at present, the manage idea was backward, the reform of property right was slow, the management burden is high and the determination of baseline of contract was not scientific, all of these problems limited the management of sports stadium. We must realize the advantage and disadvantage of contract and responsibility system, establish the new concept of capital and property right, and use the experience of the system reform in national industries. We should dare to explore the new model of the management of sports stadium, and promote the sports stadium become modern sport industry.
