该文分析了当前耕地流转过程中存在的"非粮化"问题和耕地"非粮化"对粮食生产的冲击。针对问题提出了相应的对策建议:优化粮食生产布局,稳定种粮面积比例;稳定和完善种粮补贴政策,进一步加大对规模化粮食生产的扶持力度及规范性;细化农地利用类型,对耕地流转的农业用途做明确的划分;为规模化种粮者提供信贷、农业保险等方面的支持。
This paper pointed out the phenomena of "non-grain" in the process of land-transfer and its impact on grain production.To deal with the problem of "non-grain",this article also put forward some countermeasures: adjusting and optimizing the grain production structure,keeping a relatively stable grain sown area;holding and improving the existing grain subsidies;clarifying the types of land utilization;supporting growing grain in scale in terms of credit and agricultural insurance.
