The energy bases consist of eight key regions. Totally 21.69×10 4?km 2 in area,they possess very rich coal resources. According to the data available, 68.3 percent of the energy bases' coal resources occur in these regions. Nevertheless, the water resource crisis constitutes the main obstacle to the development of the energy bases.In order to exploit the limited water resources and meet the needs of the energy bases, we should take some scientific measures and policies to tackle the water resource problems of the energy bases.
