The thesis attempts to take Shenyang as an example to make a deep understanding of the connotation and structure of the incorrupt government culture,and accurately grasp the principles and objectives of it.Moreover,from the basis of its composing structure,we could build the spiritual culture,the system culture,the material culture of the administration culture with the characteristics of Shenyang and at the same time,build the guarantee system of the honesty administration culture construction so as to explore and push forward the countermeasures of the further development of the honesty administration culture in different angles and all dimensions.
