Various owners’ protests have become an important phenomenon in community politics during the period of social transformation in modern China. The Internet plays an important role in some cases of owners’ protests. This paper takes Panyu anti- incineration event as a case to explore the role of Internet using in some collective activists. It is found that the Internet could provide the owners with a platform to communicate with each other and build the consensus and that it also could construct a network of relationship between the owners and mobilize the community resource. But the Internet using is deeply influenced by the powers of state, market and society. These macro powers will penetrate into the Internet space and shape the actions of protesters’ logic and effects. So, the research of Internet’s political effects should not move toward a utopia of technology; instead, it should be placed into the field of real powers and take a dynamic perspective, thus making us be able to construct a realistic utopia.
