Douhe Reservoir is the first large-scale reservoir built in Hebei Province after the founding of new China. It is a big water conservancy project for flood control, water supply, irrigation and power generation. The central government and the Hebei provincial government attached great importance to the construction of Douhe Reservoir and provided the organizational support for the construction of the reservoir. Meanwhile, the development of agricultural cooperation constituted the conditions for the mobilization of migrant workers.
