为了建立“节水型社会”,对“节水型社会”的概念从提出到最终的确立进行了考察,分析了“节水型社会”的内涵及其特点,并根据我国各个地区和流域的水资源特点和开发利用程度将全国分为华北、西北、东北和南方等几个“节水型社会”建设区域,而且给出了每个区域的建设模式和战略措施。
The concept of water-saving society is reviewed from its beginning to establishment. this paper analyzes the definition and characteristics of water-saving society ,then classifies the whole country into established regions of north, northwest, northeast and southern of china according to developing and utilizing level of water resources of each region and river basin. Furthermore, the strategic measures and establishing modes of each region is proposed.
