全面建设小康社会“全民健身体系”，必须考虑如何惠及全国十几亿人口的问题。本文采用文献、逻辑、社会学等方法，就当前农村体育发展中若干重大问题进行思考，旨在理性认识农村体育发展现状和怎样构建能够保障广大人民群众享有基本的体育服务的全民健身体系的问题。
Based on documentation, logic and sociological analysis, research was made on the present major problems about rural sports. The aims are to recognize the present situation of rural sports and how to develop the National Fitness System that can ensure inhabitants enjoy the basic sports service.
