从我国的国情出发,对OA期刊及OA仓储在我国的发展现状进行分析。从我国科技期刊的运作模式及出版特点、国内政策及大环境的影响及科技期刊对作者知识产权的主导控制等几个方面剖析开放存取在我国发展缓慢的内在原因,提出创建延时OA期刊、大力发展自存档、进行行政和政策干预、加大宣传力度等几个发展建议。
In order to find out the reasons of the slow development of open access in China, strategy of open access (OA) journals and open access repository were analyzed. Based on the analysis on the modes and features of Chinese Sci-tech journals,the effects of national policy and economic environment, and issues concerning the intellectual property rights,some suggestions were drawn off such as the establishment of the non-coinstantaneous OA journals, development of the self-archiving, reinforcement of the administration and relative policy, and strengthening propaganda.
